To do this, you have to carefully observe each character that approaches the glass door of the shelter. If you miss any detail at all, your mistake may allow a zombie to come into your shelter.

Once you see each person, you have to tap the button to let them in or the one to deny them access. This is how you'll fill your bunker with people and protect the citizens from zombie attacks.
